So, if I run the bar up higher, that means I'm spending more than 
$7500 per turn for that planet, right? So the actual cost for a 
planet is $7500 + the length of the bar?

That would mean that the total amount of money a planet earns per 10-
year turn would be about ((X * population) - $7500 - the bar length), 
where X is the amount of production per inhabitant. Assuming a planet 
with 500,000 people earns $35,000 per 10-year turn, X is $35K/100K = 
0.07, so each inhabitant earns 7 cents per 10 year turn on an optimal 
planet.

So, in order for a planet to break even, it needs enough inhabitants 
to earn $7500, which seems to be just about 100,000 people.
