You are exactly right. This is the same way in the Mac version. Any ship not completely destroyed has made a complete recovery by the next battle. This is what gives a Dreadnaught an advantage. Unlike fighters, where you can lose part of your fleet each battle, a dreadnaught has to be completely destroyed to take it out of action. From what I understand, a Dreadnaught has the fire power of roughly 25 fighters, but typically is more expensive. However, I use dreadnaughts to completely overwhelm my opponents on a regular basis. A nice little fleet of 3 or 4 dreadnaughts does a wonderful job of steamrolling any planetary or fleet resistance (destroy a population with one shot, they don't even get a shot off!) >From what I understand, this is by design that ships recover fully if not destroyed.
