I just downloaded the jpg file and used Photoscape X to convert the file to png and again to tiff. Photoscape took the jpg with no problem and the png and tiff files both loaded with no problem in Gramps. I then took the tiff file and converted that to a jpg which Gramps then accepted. Photoscape X, non pro (non paid) version off the Microsoft store.
