Might be something in the metadata too.

Since you've uploaded a problem sample to the bug tracker, the focus can shift rebuilding the JPEG rather than preserving the problem file. If I wanted to rebuild a jpg on Windows, I'd use GIMP to export it in TIFF or PNG format, close the file, open the new format file and export that as JPEG to a slightly different filename.

That'll also rule out being a GTK thing since GIMP is the origin of GTK.

Ok. Maybe it is the Media's filename, thumbnail, or JPEG structure.
It's this particular JPEG file. Other JPEG files load fine, but this one causes a crash to desktop in Windows 10. And in Firefox running on my latest Linux Mint, it also did not give me a thumbnail in the file selector dialog, when I tried to upload it to our bug reporter, even though the upload itself worked well. That makes me think that it might be a GTK thing, which happens to hit Windows much harder than Linux.

That said: Does anyone know tools that can analyze and possibly clean JPEG's, in Windows? I suggested loading and saving in Paint, but if that works, we still don't know what triggers the error.
