I think that a problem with restricting the number of categories, is 
that it is trying to force the "one size fits all", where it ends up not 
suiting anyone.

It is a bit like what my father used to tell me about army sizes - "In 
the army, there are only two sizes - too big, and, too small".

With the ""Country", "Region" and "Populated place" only" proposition, I 
was born and raised in New Zealand. there, we had the country, the four 
provinces; Auckland, Wellington, Canterbury, and Otago.  Within the 
Auckland Province, were Regions (and, I am sure that these are not all 
of them); Northland, Auckland City, The King Country (the region where 
the Maori Kingi movement was based), the Waikato, the Bay of Plenty, The 
Hauraki Gulf, that included the Coromandel Peninsula, and, so on. Within 
the Bay Of Plenty, were Districts and cities - Tauranga is a City, 
Rotorua is a city, and, there were districts, such as the Whakatane 
District. In the Whakatane District, were localities, such as Edgecombe, 
Kawerau, Ohope, Ohiwa, Matata, Thornton, etc. So, for New Zealand, 
geographical categories that would be appropriate, would be Country, 
Province, District, Locality - as examples.

In Australia, we have the country. Within the country, we have states 
and territories, and, the Northern Territory, probable has area second 
only to Western Australia, which has a third of the area of the country. 
Within the states, we have regions; in Western Australia, we have the 
Pilbara, the Kimberley, the Gascoigne, the Wheatbelt, the Midwest, the 
Lower West, the Southwest, and the Great Southern. In the Regions, we 
have localities. In the Lower West, we have the city of Perth (as in the 
Perth metropolitan area, comprising of its various city councils, of 
which, Armadale is one), and the towns of Boddington, Serpentine, 
Jarrahdale, and the locality of Mandurah, whatever its status.  So, for 
Australia, geographical categories that would be appropriate, would be 
Country, State/Territory, Region, Locality - as examples.

In the UK however you would class that, are a number of countries; 
England, Scotland, Wales, and Northern Ireland. England has Counties, 
such as Buckinghamshire, Oxfordshire, etc; a Duchy named Cornwall, and 
Regions, such as Northumbria, East Anglia, the Lakes District, etc. And, 
within those regions, are localities; Buckinghamshire has Chesham, 
Amersham, Aylesbury, High Wycombe, etc, etc, etc. So, for the countries 
of the UK, geographical categories that would be appropriate, would best 
be decided by someone who lives there, and, is familiar with the 
applicable hierarchy, as they would (or, should) know it better than me.

So, my point is that, in terms of geographical categories, if the levels 
are too restrictive, then, the restriction is no more than an 
obstruction to the purpose of the software, as it obstructs the users in 
trying to achieve their goals.
