All of these are geographical or administrative regions. We would keep these as sub types below a top level type of "Region". When I created the current list, I wrote down as many descriptions of regions that I could think of, and the list is incomplete. It is missing Prefecture, Townland and almost certainly others. We don't really want to burden our translators, and some of the translations are country dependent. In many cases it doesn't even make sense to translate place types. A broader top level category may well be all that most users require. They are interested in formatted place names, not the types of each level. Of course, anyone interested in the history of places would still want to record more detailed place types.
