No. It is not possible to officially upgrade to new releases of software (like Gramps) in Ubuntu, except for some special cases like Firefox & Chrome. This would make Ubuntu very unstable. We can fix serious bugs using the Stable Release Update (SRU) process: https://wiki.ubuntu.com/StableReleaseUpdates These are the updates you see every time you do an apt update. They are small, targeted updates that fix serious bugs, or security issues.
