This rule is better than w because it doesn't require both a Birth and Death events to exist.  It can consider the people around each person too.

In the People view: 

1) create a custom filter.

2) Define a name ( a comment is also a good thing) like "Alive in 1921" 

3) Add a rule to the Rule List 

4) find the "People probably alive" rule (It is under "General' but the easiest way is to type 'alive' in the text field at the top beside the Magnifying Glass icon.) 

5) select the "People probably alive" rule 

6) enter ' June 1921" for the rule's "On date:"       (Given how often people 'fibbed' about Ages, I might use "between 1919 and 1923" instead of the exact date of the census.) 

7) click 'OK' to commit the rule to the list 

8) click 'OK' to commit the filter definition 

9) click 'Find' to locate the appropriate people

Because this is a complex filter, you would be well advised to take advantage of the "Add/Remove Tag Tool" 3rd Party Add-on Family Tree Processing -> Tool.  Add a tag based on the Filter Results. 

Using the Filter Gramplet to filter on a Tag rather will be much faster than a Custom Filter. The performance benefit multiplies when the view repeatedly refreshes.

But the filter returned only a limited number of the people who

Why is this not working as desired? I confirm that the birth dates are
not baptisms and death dates are not burials for the missing cases.
Some of these were people for whom I had already entered the 1921
Census data.

I never cease to get frustrated with the filter function.;-(
