If it's a modern backup with media, you can import into a new tree, and when you do that, Gramps will create a new folder named after the backup file, where it unzips all the media included in the backup. You can then later move the media to a place where you actually want them, and change the media paths accordingly. AFAIK, older Gramps databases have the same file extension, and restoring from those is a little harder, because a modern Gramps doesn't have the database engine for those. You will then need an older version of Gramps to load that database, and export that to Gramps XML (.gramps).
