The other contributing factor is Gramps Web is a collaborative tool while Gramps for Destops is a single-user application. So Gramps Web has a task management tool to coordinate collaboration. For single-users, there are powerful task management tools. There hasn't been demand to build a wet-behind-the-ears task manager inside Gramps.
