This has nothing to do with time zones. The LC_TIME setting is all
about how dates are *formatted*, like MM/DD/YYYY or YYYY-MM-DD or
whatever.
This and other LC_* settings default to your LANG setting, but can be
explicitly set to differ from that, like you have set it to have
English, but with German date formatting.

Maybe the ideal behavior would be to accept these words
before/after/between etc. in LANG *also* in input.
