"Gramps for desktops" is designed for single-user using a local database ... or one-user-at-a-time accessing a database shared on a local network. Its output to a static dataset (but dynamic presentation) to be hosted on a website, does not have collaborating features.
"Gramps Web for servers" is a recent branch of the Gramps-project that uses javascript-driven GUI for the Gramps database engine. It is designed designed for collaboration over the net. Since "Gramps Web" is a young project, it supports basic editing but is not feature complete. So its data can be synchronized with Tree database of the more mature Gramps for desktops.
Gramps Web requires significantly more effort to set up and maintain. And it requires a hosting service subscription (or creating local hosting service)
