I started using MicroDEM a week or so ago as a freely available tool 
that can output DTED files.
Be aware that that the "complete MicroDEM install" is old and buggy
After you install it, you should get the "current MicroDEM executable"

Source code to the current versions is not available, but there is a 
very old (circa 1995) version on the ftp site.

I can not find anything stating what the licenses cover the project.
