Unfortunately, these boundaries are not exclusively over water. On land, the idea collides with the terrain elevation data. Another problem with this approach is the line thickness. On average, the change in line thickness due to projection distortion is negligible, but it looks quite strange in the more "extreme" cases (i.e. close to the Poles), depeding on the type of projection used.
