Yes. Your axis limits are set by your -R values. For log axes the min and max do not have to be powers of 10. Here is an example: psbasemap -R3/3000/5/50000 -JX6il/8il -X1.5i -Y1.25i -Ba2f3:"This is Logarithmic":/a1pf2:"So Is This":WeSn > demo.ps ps2raster demo.ps -Tf -P -A This produces the attached PDF file.
