If you press alt+f1 the desktop moves to the overview:

If you are using Orca, Orca should expose "Overview Panel". That means
that you are right now on the main container to search for applications.
If you start to write, a search would start, and then you could navigate
with the arrows in order to select the application you want.

Ctrl+Tab? Do you mean Ctrl+Alt+Tab?
