New plugin: gkrellmdwd

Hello everybody, finally my latest plugin is ready: gkrellmdwd. It shows weather warnings from the dwd (=Deutscher Wetterdienst = German Weather Service). As far as I know this service is available for Germany only. Sorry rest of the world. In the configuration dialog you choose a state and a county. Within the desired interval the latest warning messages are retrieved from the dwd server. 7 different colored LEDs show the warning level. A tooltip brings the original message text.
