Increased CPU usage in linux 2.6.21

I don't think this is a Gkrellm issue, but I figure I'll ask here anyway: I was using gkrellm2 on linux 2.6.19 for a while. I found that when the system was idle, my cpu usage would show as 0. How after upgrading to 2.6.21, I find my CPU usage oscillates anywhere between 1 and 3 percent when my system is idle. I made sure that I'm running the same version of all other packages, so the only change in my system is the linux kernel itself. Anyone else see this behaviour? Any idea why? I posted to the linux kernel list, but I think my message got lost in the flood of the 300 odd messages that get posted there every day. If someone else can reproduce this behaviour, and has reason to believe this is a bug, I'll report it as a bug.
