If you're going to script anything, check out gkrellm-fmonitor and
gkrellm-fchart.  The first can display arbitrary text provided by a
shell script; the second can graph a script's output.  I'm pretty sure
that gkrellm-fchart even comes with an ntp monitor, although it's not
precisely what you were asking for (and it's somewhat handicapped by
gkrellm's inability to graph negative numbers, a feature I keep hoping
to find the time to patch in).
