Yes, I have changed the settings in that location multiple times, but
none of the options affects this behavior. It does respond to what
changes are there, if that's what you're asking.

No other windows or programs have a hard curb or no-go zone around the
xfce Panel.

Are there any specific options, or tests I can run for you?
