Gimp, inkscape, and abiword use "Units", plus it sounds correct to me. As usual I checked a few other apps, OpenOffice uses "Measurement unit"; Firefox and Mozilla do not have this option, they probably base the margin units on the locale as the print dialog told me I was using inches; both the KDE and GNOME standard(?) print dialogs do not label the drop down menu, instead they simply place it next to the numerical fields that would be effected. Finally among the many docs at developer.apple.com a screen shot of the locale preferences indicates they label the option "Measurement units", but the screen shot also shows the items for the option are rather ambiguous - the option in the picture is set to "U.S." It is ok to stay with "Units" for English, because the available options are identifiable as a type of measurement. My opinion is that "Unit" (singular) or "Units" (plural) would both be acceptable as long as the items in the drop down list matches the form of the label, example: "Point" (singular) or "Points" (plural). While looking at this I decided to fix the default value for units to be centimeters for all locales except US and PR.
