I am not claiming that this will be implemented any time soon, but I am 
curious about what you would expect in the following scenario:

Consider this folder tree:

/
+-parent_1
          +-child_a
          |       +-grandchild_x
          |
          +-child_b  <--(you are here)
          |       +-grandchild_y
          |
          +-child_c

If you are in child_b, to which folder does each direction take you?

A popup dialog would not be the way I would go, but maybe simply adding 
shortcuts ([shift]+[PageUp/Down] ?) for this action so that you can change 
the folder next/previous at any time.

Not quite the same as it needs you to decide this ahead of time, but 
recursive slideshow (from the folder context menu) can treat bunches of 
folders as one.
