Ha-ha, now we have someone who doesn't have a problem :-) Sounds like the 
OP's distro has a broken terminfo then... and at least on vanilla Debian 
things are working as they should.

You can try to add

   [terminal:foot]
   copy=xterm

to mc.lib . If this fixes the keys we can commit it to master.

Please don't test anything else - the less bugs we know about, the less 
there is to fix. Otherwise you are sure to find something new. ;-)
