You could use the task view and set a "must start on" constraint on the
task by clicking the start cell, selecting the right constraint type,
and then choose your start date.

Or, if you simply want to set the start date of the first task, you
probably just want to set the start date of the project, which is done
in the project properties dialog (which you can find in the File menu).

Or, if you just want to make sure one task is put after another, you
should create a dependency from the first task to the second. You do
this in the Gantt view, by clicking on the first task and dragging to
the second.
