I think you should report this to suse:

Anyway, I've checked the source rpm of pybliographer in the ftp mirror, 
and as I see python-bibtex is not included in the Requires tag.  

You can try to rebuild the source rpm of python-bibtex you found.
rpm --rebuild python-bibtex...src.rpm 
or
rpmbuild --rebuild python-bibtex...src.rpm
