Current state of 1.3 and arch repos?

Hello! I've finally decided that I should start managing my references
in an intelligent manner (as I start studying for my quals) and found
pybliographer. 1.2 is really great, although there are some things that
make it not-so-great for actually managing the PDFs. I was going to
start trying to hack on the code but then I remembered seeing something
about a 1.3 in development. I downloaded 1.3 via tla but I'm having one
heck of a time running it. The change logs suggest it's under active
development -- is it at a state yet where it's usable ? Is there a
recommend revision I should checkout?
