Well, it depends what you're interested in: the 1.3 branch is far from
being a replacement for 1.2, it rather tends to contain long-term
developments. So far, I use it myself for conversions between some
formats, and as a persistent store (as the bsddb backend works quite
well). I intend to push in the area of GUI as soon as I find the time,
but I'd like to put in the mix some new python features like generic
functions,...

So if you'd like to incrementally improve on the existing, I suggest you
stick with the 1.2. If it's more for the fun, you can start playing with
1.3. There is a former post describing roughly how the branch is laid
