For pyblio 1.2, the tricky part is compiling the bibtex module, which
depends on GNU Recode. If I remember, there were a few weird things
happening, but maybe the mailing list archive is more accurate than
that.

For pyblio 1.3 (which is actually a library, not a complete application
yet), there should be no major issue wrt running it on Windows. Simply
uncompress the archive, and run python setup.py install.

The aux reader has not yet been ported to 1.3 though, but it should be
quite easy (it's not the most complex part of the code :-))
