Hmm, does the path /usr/share/doc/packages/recode correspond to the
source code of the package? I'd suggest downloading a pristine version
and trying again with it. BTW, it might be possible that opensuse
ships a patched recode package. Did you try to run the python-bibtex
installer? If your recode version is not suitable, it will report
something along the lines of "recode is broken".
