Some changes on how attachment's URLs are served

Hi,

I've recently introduced a little change to how attachment's downloads are
served. How it was done before:

https://bugzilla.gnome.org/attachment.cgi?id=187527 --> pointing to
https://bugzilla-attachments.gnome.org/attachment.cgi?id=187527

How it's done now:

https://bugzilla.gnome.org/attachment.cgi?id=187527 --> pointing to
https://bugXXXXX.bugzilla-attachments.gnome.org/attachment.cgi?id=187527

The only change on the Bugzilla's configuration was the attachment_base,
which is now set to:

https://bug%bugid%.bugzilla-attachments.gnome.org/
