Certainly many are LGPL licensed. librsvg depends on glib glib depends on gettext gettext is GPLed (this is only the first I've found, but I'm sure there are others) So the assertion that is in the homepage "It is lightweight and portable, requiring only libxml and libart at a minimum" is not true.
