LGPL vs. GPL confusion in reference manual?

All the source files I checked in the librsvg implementation indicate
they are licensed under the GNU Library General Public License (LGPL),
but the reference manual contains this text (in rsvg-docs.sgml):

	The GNOME SVG Library (RSVG) is library for rendering SVG and
	SVGZ files. RSVG is released under the GNU General Public
	License (GNU GPL), which allows for flexible licensing of
	client applications.

Is that just a typo? Especially the part about "flexible licensing"
suggests that the paragraph was intended to read as:

	The GNOME SVG Library (RSVG) is library for rendering SVG and
	SVGZ files. RSVG is released under the GNU Library General
	Public License (GNU LGPL), which allows for flexible licensing
	of client applications.
