Info on librsvg

Hi, 

I just registered to the mailing list to ask very simple questions.

I'm working on an open-source project using goocanvas to draw simple shapes but I would like to know if librsvg would allow to do the same things and also more advanced stuff like filters, animations. 
In other words, is librsvg the tool to create an svg equivalent to the flashIDE ?
