New release of HighContrast SVG icons

A new release of HighContrast SVG icons using fd.o icon naming standard
is landed on bugzilla.gnome.org[1].
NEWS:
* A brand new beautiful name: BlackWhite :-|
* A lot of new or improved icons ([3]) :-O
* Placeholders for still missing icons (big, red dots) 8-)
* Matching GTK+ themes (manual installation is needed)
