Yeah I got the same thing.  For some reason the new icu package was not
automatically downloaded.  Doing 

cd src
wget http://download.go-oo.org/src/e3738abd0d3ce1870dc1fd1f22bba5b1-icu4c-4_2_1-src.tgz

fixed it for me.  Maybe this will work for you as a temporary solution.
