Help files not packaged

Not knowing where to file packaging bugs, I thought I'd mention the
problem on this list. For several applications, the help files are
not being included with the application, e.g. gnome-terminal does not
have its help files included (I checked CVS and there definitely are
some helpfiles in different languages, and one of the yelp
screenshots on people.codefactory.se even shows the help pages for
gnome-terminal).
