Evolution 2.0 will use SA for Spam filtering (as does 1.5.x, the current
development version). There is no built in Spam filter in current stable
1.4.x versions.

Which Evo version are you actually using? Which "spam folder" are you
referring to?
FWIW: Evo 2.0 will spawn a new spamd daemon (for performance reasons) if
it isn't running. If you want to disable Spam filtering, see the
Settings.

Site wide SA prefs and user_prefs will be used.
