I changed the "store" to always store all steps, even when there is a
strobe.  This increases accuracy of the measures and alarms.

Then transient-4 makes the new regressions the reference.  

Pushed to unstable.

The transient-3 branch (also available through the log in unstable) has
both new and old .out files in tests for comparison.  I will leave that
up for a while.
