I suppose a good description might be:

```The distance in staff-spaces a voiced Rest is moved away from the center 
line in the respective direction of the voice.```

or something like that. I know it is not fully technically correct (staff 
position 0 is not necessarily the center line, the rest is of course not moved, 
but specifically placed in this point, but I think this quite clear in layman’s 
terms.
