Error in Python 3.8 fix

Hi Sergey,

I was looking at mailutils 3.9 today, and noticed the patch in
892d2bce3edfa7ac12a8b40a7991783dc7ca1855 introduces a regression:
instead of calling $PYHON_CONFIG, you called python-config again, which
breaks for builds that rely on this variable.

I'm attaching a trivial patch to fix this.
