This feature wasn't ported to Windows, and I'm not aware of any
on-going effort to do so.

You are welcome to work on that.  AFAICS, there are no fundamental
reasons why it couldn't work on Windows, but the extensive use of
signals in the Posix code would need to be reworked for Windows,
because there's nothing like SIGCHLD etc.
