In fact, I have simplified the workflow: now that there's no
extra button for unbilling in the top level bills list
anymore we can add a button to revert-the-bill (returning
items to the charge list) and make the delete-the-bill
button do just that (delete bill and items), without an
elaborate intermediate dialog.
