I have renamed "Bugs" to "Issues" and have locked creation of tickets
in the other trackers to allow only Admin to create a ticket.  The
anonymous user may read them and the right is propagated upward.
Eventually, I will get around to reviewing the tickets in the other
trackers and move them to the "Issues" tracker.  I still have several
hundred open tickets to review and several hundred closed ones need
adjusted.  If someone else wants to take a look at the open tickets in
the other trackers and move them to the Issues tracker please go
ahead, you won't hurt my feelings at all.

Exactly.  It is sad though that we have lost a reference.
