I've finished my review of "Open" tickets.  There remains 158 open
tickets.  There are 721 tickets with a status of closed-invalid or
closed-fixed; I had planned to go through these to modify the data but
I've changed my mind.  If any of these tickets are edited the data
needs to be repaired.  I will give a further break down of the open
tickets.

I will go through the other trackers and move the open tickets from
them to the Issues queue.  I will leave the closed tickets alone.
These are already in read only mode except for the admin with
instruction to use the Issues tickets.

I also plan to advertise for a compiler developer to help with the GCC
and binutils issues.  A good number of the open tickets are related to
these.
