The instructions to the user would suggest how to remove rc_mingwrt
and rc_w32api and then --reinstall mingwrt and w32api.

If this is reasonable then I'll upload the files soon.  I'll merge
4.0-dev to master and then tag a 4.0-rc1 release.

Should we be tagging the mingw-dist for our releases?  Something like
wsl-4.0-rc1?
