Please use lzma and not 7zip.  You should have it installed already.
There should be classes of files created as well.  Take a look at
https://sourceforge.net/projects/mingw/files/MinGW/Base/binutils/binutils-2.23.1/
for instance and you will see 5 classes of files.

When you create the binary archive it needs to be within the top
level.  I.e. we should see the bin/, lib/, share/, and other
directories.  Take a look at the -src class for the current binutils
release, and see if you can incorporate the existing mgwport for the
new release.
