Conventionally; assuming you unpacked to $HOME/mingw-pkg-0.1.0:

  $ mkdir $HOME/mingw-pkg-0.1.0/build
  $ cd $HOME/mingw-pkg-0.1.0/build
  $ ../configure && make && make install

will set it up in /usr/local; if you want it elsewhere, e.g. /mingw,
add ' --prefix=/mingw' to the configure command, (or alternatively,
append ' prefix=/mingw' to the 'make install' command.

You may then wish to customize it, by creating a $HOME/.mingw-pkgrc
configuration file; e.g. mine (for cross-compiling) is attached.
