Patches to runtime and w32-api

Hi,

this is the first patch I send to mingw and I'm not sure that this is the
right form and right way to supply it. So I apologize should you have any
trouble or more work with my patch and please let me know if I can do
anything better.

The zipfile contains patches and changelog entries for mingw w32-api and
runtime.

These patches are required to compile Qt 310 (beta) including accessibility
support. For that a new importlib "libuuid.a" has to be created.
