This is part of the DDK.  Is the w32api package going to expand to
include more of the DDK or do we want to separate these headers from
ordinary-user-land-w32api?

The functions are exported from wshtcpip.dll on my system.   The same
question
 would apply to the addition of the import lib for that dll.
