Sourceforge is the only source mentioned in the official docs at http://www.mingw.org/wiki/getting_started#toc5 for mingw-get > Download the latest version of the mingw-get [links to https://sourceforge.net/projects/mingw/files/Installer/mingw-get-setup.exe/download] installer and extract the files to the C:\MinGW directory using a program that can extract zip files.
